Cal Water Completes Palm Mutual Acquisition in Bakersfield
California Water Service has finalized its takeover of Palm Mutual Water Company, folding the utility into its Bakersfield District after state regulators approved the deal.
California Water Service (Cal Water) officially completed its acquisition of Palm Mutual Water Company on July 1, 2026, absorbing the smaller utility's water system assets and assuming responsibility for its customers under Cal Water's Bakersfield District operations.
The deal had been in motion for more than a year. Cal Water first announced an agreement to acquire Palm Mutual in May 2025, then waited for regulatory clearance from the California Public Utilities Commission before closing the transaction — a standard but often lengthy process for utility transfers in the state.

The consolidation brings Palm Mutual's customer base under the umbrella of one of California's largest investor-owned water utilities. Cal Water's Bakersfield District, which already serves a significant portion of Kern County, will now integrate Palm Mutual's infrastructure and service obligations into its existing operations.
Acquisitions of small mutual water companies by larger regulated utilities have become increasingly common across California, as aging infrastructure, water-quality compliance costs, and drought pressures make it difficult for independent systems to operate sustainably on their own. Cal Water's move reflects that broader statewide trend of consolidation in the water sector.
